Add or update a user
Adding an email whitelists it for magic-link sign-in. Re-adding an existing email updates their organisation and role and re-activates them. Analyst = first-line review (triage, clear false-positives, escalate). Compliance Manager = the designated authority who confirms true matches and handles escalations. Admin = a client contact who manages their organisation's users and case threshold (cannot confirm a true match).
